I'm usually all for gimmicks and stuff, but he could have had Life Orb, Yache Berry, Focus Sash, or Lum Berry, which would consistently come up, and he chose to have a 10% chance to avoid a random attack instead.

Azumarill's attack is absolute whack, even with Huge Power, so my startegy was belly drum and aqua jet, also takes out targets that take neutral hits.
i would have stalled toise for a while, racking up damage with AJ until azumarill gave out, switch in either to shao or doom to pick up the pieces and wreck his team.
