Honestly, I do not recall. The first chubby I got from Pokemon was from Bayleef smothering Ash, if that counts.

As far as Gen 1 goes, Nidoqueen was the go-to "haha it has boobs" design. It wasn't really sexualized so much as made fun of, at the time.

Weirdos would always have a Vulpix/Ninetails and their team but decline to mention why. ...Or Arcanine.

That was pretty much it until gen 2, though. So I'd say the earliest serious sexualized design was probably the Vulpix line. I don't remember much of any discussion about it when it came out, though. I was in high school when Red was released, though. Might have been more of a thing with younger kids, at the time.
