While it would make a little since to have some variation, what would be the point?

Yeah, certain deoxys forms, arceas forms, shaymin-s and a couple others aren't good in Ubers, but they are arguable TOO good for OU.

Not only that, but if you don't count all 18 arceases as individual mons, there's less than 30 pokemon in the whole tier.

I'd basically be UBER BL.

Remember BL is still OU, as is BL2 is still UU, and ect. It's just mons that are too good to allow to drop, but still aren't seeing enough usage to justify calling them by their respective tier placement.

It's basically between-tier limbo.

the creation of RU, NU and PU is because UU was getting too big, but because Ubers is a banlist it can't "get too big", and even if it could isn't especially big now. There are Ubers that don't see use at all because they suck dick up there. It doesn't make sense to create tiers above OU when the practice is to create tiers below UU, that's why we don't have a real RU or NU yet. because we don't have enough usage stats from UU yet
