Golduck's name in Japan is Gorudak, and the "gold" part was a result of how the name was romanized.
Gorudak has nothing to do with color. It takes Psyduck's Japanese name and incorporates "garuda" in it.
This is why Golduck doesn't have a bowl in its head, even though it's based on a kappa. The spikes it has instead show that Golduck is also based on a garuda.

good question. here's another one: with the advent of Alolan forms, why didn't they make a Water/Psychic or pure Psychic Alolan Golduck so it would be psychic in some capacity at least?

Why should it be a Psychic-type? It's not very Psychic. That's like claiming everything that can fly should be a Flying-type. Or anything that can fight with bare hands be a Fighting-type. Just because it can use Psychic powers doesn't mean it has to be a Psychic-type. It's just not a Psychic duck.

Because they had other Alolan forms in mind. Not everyone is going to get an regional form in a single game. There's a thing called time, and making these forms requires that.
