Lets use some game theory here.
Now, first we need to look at usage stats. These stats are weighted, which means people at the top of the ladder contribute more to the ladder stats than the people at the bottom of the ladder. This is done so that players that want to win contribute the most the ladder stats.
Now, if a player uses a Pokemon, it's added to stats. Then, if they're successful with it, they'll tend to use it more. Other high ladder players will see that another player was successful using a Pokemin, si they'll use it too. If they're also successful, the cycle continues. These Pokemin end up OU
The concept is that players that want to win will more often pick certain Pokemon, and that usage and those wins will be reflected in the usage stats.
While some exceptions occur, usage does generally mean power in Smogon tiers. The most common exceptions tend to be niche walls/tanks that have less overall utility than Pokemon in OU, but have specific roles that make them bery OU viable. Alomomola is such an example for Gen 7.
