In that case, Castform's biggest problem is its stats so I'd realistically give it stat buffs based on the weather forme it's in which it should already have. Maybe +20 to its defences in regular forme.

true enough, its movesets are pretty damn god tier
honestly it would be ou if, even only during weather, its sp-atk and speed reached 100+
Rain dance would be completely nuts with access to the Weather Ball/Scald - Thunder - Hurricane combo and a fair amount of coverage moves left to fill the hole and even sunny day would be interesting in that it has the typical [fire move] - solar beam combo but can actually add the bolt-beam onto that
These no longer need to be on their mons for them to mega, also, you can have as many mega pokemon as you want on a team

Castform's forecast ability now also summons the weather indicated by a held rock (damp rock, smooth rock, etc.) for 8 turns. It gains a new sandy form (rock) for sandstorm, and a windy form (flying) for delta stream.
It also gets u-turn, volt switch and recover.
Those things alone should settle it as one of, if not the best weather setter, that can work well in any kind of weather team. If drizzle made pelipper OU this should also make castform OU.
Now I don't know if it'll make it ubers let alone AG, but give it 115 in Speed and SpA. It is now the fastest weather setter and dangerous offensively even. You can remove the points from the attack stat as it will never use that one.
That's the best I could think of without making up new moves or stuff.

it still has the issue that it needs to set up and it is stuck at a fairly bad speed tier with a not particularly impressive bulk so it still faces the same problems conversion-z does in that it requires you to build your team around him, its not a "one mon fits all" deal like megagross or lando. I could actually see boomburst p-z just move up to S tier
that said boomburst on a porygon-z would actually hit harder than a SE 110 power attack so it could actually get away with running both nasty plot and agility in addition to a single coverage move (shadow ball or thunderbolt would be most appropriate)

modest scarf would be a fairly one trick pony sort of deal though and at it's speed tier it cannot afford to go modest on a scarf set, it's only got 90 base speed

I'd say another reason it wouldn't necessarily go ubers is that the metagame would evolve to deal with it. Ghost types would gain more popularity, priority would see a rise again etc

Or a better typing (Steel/Bug, Ghost/Dark, Ghost/Normal, etc), or just minmaxed stats.
Say, 1/120/5/5/5/120 or so.
