Not really. Actual competitive game devs care about their game long after it releases (eg. balance patches, ban waves for cheaters, responding to player feedback, new characters). GameFreak literally couldn't give less of a fuck after they got your money since they're already working on the next $40 rehash.

No, it isn't the case with other competitive games because those games actually get regular balance patches that tone down the stronger things and buff the weaker things.
I can only speak about Dota 2 here, but during the last "The International" (the Dota 2 world championship tournament) only 5 out of 110 characters were not used.
