It's just an unrealistic premise that makes an unlikable character even more unlikable. Lack-Two being a young, new recruit to the international police would be more believable than this godmode teen outranking a long-established, more experienced, and much older interpol agent. It's like introducing Emerald as a genius smogonkid who hates Pokemon, yet is better at battling than even Ruby and Sapphire, who we watched grow.

It's just not a good setup.

Maybe I'm in the minority here, but I really don't see Lack-Two being a good trainer at the start of the story to be a problem, or at least not the biggest problem. "He's just an okay trainer at the beginning but at the end he's a super great trainer" is all well and good, but we've seen that already and I don't mind them going with something else, as long as they grow and develop in other ways. This is the real crux of the problem with Lack-Two. It's still early so I won't pass judgment just yet, but so far I haven't really seen any flaws or personal issues or struggles for Lack-Two to overcome at all. Lack-Two isn't a weak character because he's a good trainer or a good cop, it's because he's a good everything.
Personally if I were in charge I'd capitalize on the whole "secretly a sociopath who doesn't give a shit about anybody else unless it's for the sake of the mission" aspect of his personality and make that the focus of his character arc, but that's just me

I think it's more like the previous anon said. Giving a MC the OP setup rightaway isn't good. I remember as much as I liked Emerald's skills, I disliked him as whole until we got some exposition on his background and character developement. And it kind of took till the whole Guile fight for me to start liking him

Same thing is going on with Lack-2. It's awesome to have a character with a very different background for once. Lack-2 and Whi-2 aren't the usual somewhat normal children - they are memebers of two powerful opposing organizations, but in Whi-2's case we got to see more into her past, what led her to be like this AND we saw her developing. In Lack-2's case all we saw was him selecting his starter, meeting Keldeo and then him going out in missions. We know barely anything aside super secret agent and him being an OP genius with connections.
And until we get more exposition, overall opinion on him won't change

I definitely think they're going to ham up the aspect of Lack-two not really giving a shit about Whi-two beyond the fact that she was with Team Plasma. Both him and Hugh will come to accept her and they'll all team up to defeat Ghetsis and Colress. The reason why Lack-two is so good at what he does is because he has his mind on the job at all times so it would make sense for him not to care much about the personal side of this situation. I fully expect him to meet White, she tells him her problem, and he just doesn't give a shit. We have no reason to see the flirty side of him so his true personality will be fully shown now. The last panel definitely makes it seem like he'll be more antagonistic towards Whi-two now.
