It seems really difficult to name Grass type attacks in general.
I'd name the attack Forrestorm, and the 10% or so secondary effect could lower the target's Speed, Defense and Special Defense 1 stage.

One of the biggest grass type design choices is the whole "drain" thing and somehow they keep trying to make grass defensive, so instead of that how about something like a Draining Shield?
Like Spiky Shield, but if it's hit by an attack not only it blocks the damage, but restores the pokemon's health and saps the other one's.
Maybe make two variations where one drains health and the other one raises one stat, or make it be dependant on the type of move used
