Real talk: How the hell does Game Freak get away with sexualizing Pokémon?
No one can deny that the series has started pandering to adult fans. Are they doing it because younger generations aren't buying the games? Could Nintendo give the Pokémon license to another studio if they're dissatisfied with Game Freak's direction?

To answer your question OP, I think they know that there's an older fanbase that grew up with the games but don't necessarily sexualize designs as a nod to them. I think it's just that Sugimori's getting older and hornier and his assistants are either polishing up his old work or enabling his current state.

The only difference between back then and now is that the art-style was done to accommodate the game boy's resolution. Girly pics were always there, the Beauty trainer class, half-nake Misty, Lass being called the "Mini-Skirt" class in Japan. It was never not there.
Sugimori's style was capable of much more detail in Pulseman for select scenes and about the same year G/S released, a PlayStation game called "Click Medic" had some characters that weren't so socket-eyed. It's fair to say that his style evolution was more than just because of Gen 3.
