It fits thematically but I guess it would be too strong.
Serene Grace would be great but cancer at the same time.

Another for Serene Grace. Liquid Voice is indeed useless, and sadly I don't think it'll ever be good because of people whining that the only move that could make it worthwhile, Boomburst, would be overpowered. The only viable way I can see it being saved is if there is a new move created that works with it.

Replace Liquid Voice entirely with a water-ate ability and give it that. Or give it Boomburst.

Moonblast would be the biggest one, as it would synchronize with Primarina's already good special defense. Really ashamed that Primarina (and Decidueye) didn't get better HAs. Catfags may have gotten a fairly common one but it's far more useful. There's really no reason to use Liquid Voice over Torrent ever.

Moonblast and Scald together give Primarina a good 60% chance of fucking over the attack stat of whatever pokemon, barring a few abilities.

Hey, on the bright side, Torrent is actually kind of good for Primarina.
It made a difference for me on many matches on battle spot because of how high the damage can get:

and has its uses in UU too:

Considering Mew's got good bulk, and that much Sp.Def is really only run by tanks, I think that's good. Not great, but good.
