Learnt only by Ice Types and with negative priority
How does this affect the meta?

Make it so it last between 2-7 turns so theres incentive to use it but also so it doesn't last forever. Plus stuff like EnTeixeira will see more usage and flame body mons and such too, lots of things win as long as the distribution isn't ass (going both ways).

I was thinking that pretty much all fully evolved Ice Types would get it.
I think it would be balanced to make the move take two turns. So you can use a power herb to use it once but after that it becomes pretty useless.

Gamefreak changes Freeze to be the a burn that lowers Special Attack.

A 100% freeze move would be instantly banned if anything remotely decent (even Avalugg) learned it
For a 75% freeze it's possible they could bring back the gen 1 freeze clause but I could still see it being banned.
Freeze is a ridiculous status only held back by the fact that there's no way to reliably inflict it.

Maybe if they made it an alteration of Sleep Clause, where you can only have one pokemon frozen or asleep at a time.
To balance, maybe freeze can't happen in sun or to fire types?
