This. Nothing will change. You should have already learned after Z-moves that making something universally usable will only benefit Pokemon that are already good.
In this case, I can already see Choice Scarf being tossed away in favor of this item on mons like Landorus, Keldeo and Garchomp. Every moderately fast SD/NP user would love this item as well.

I disagree. There are plenty of slow pokemon that, with a Choice Scarf become very powerful (a scarf positive nature base 61 is faster than a positive nature base 115). A base 90 would now be faster than a 130.
