Don't feel too bad, Bank blocks Surf Pikachu from gen 4, even the legit pokewalker ones. Dunno if this is true for gen 7, but it was for 6. (I'm still bitter.)

there are gen6 jap only pikachu events that have surf. inject one or if you cant ask someone to for you. then evolve it in SM. all pikachu that evolve in SM become alolan raichu.
