Which Pokémon is the dumbest and why is Rampardos?

This is going to sound controversial, but I don't think an entire pokemon species has the same intelligence. They have too many different personalities for that to be true, and I think Slowpoke is mislabeled anyway as it is a Psychic type. It is intelligent, just not in the way you define it.
