I know it's kinda difficult for you anons to grasp, but you really have to stop thinking of it as a real life animal. It's a monster that's somewhat based on a real life animal. Pikipek isn't a woodpecker. It's a Pokemon. Real life woodpeckers don't "evolve." If the fact that it evolves into a stronger form bothers you, then MOST things you find acceptable in the franchise should as well.

Aside from cases in which Pokemon evolve based solely on some real life fairy tale, myth, concept, etc. (i.e., Magikarp, Clamperl, Remoraid, etc.), most evolutionary lines evolve into creatures that are inspired from animals/plants/things that share the same "family" in real life. (i.e., Weedle line takes inspiration from different kinds of hymenopterans)
