Technically not outclassed yet as there's no Water type equivalent that gives a damage boost, but Liquid Voice is trash right now. I'm still mad, so much squandered potential because of it.

Liquid Voice works on all sound moves, but Primarina doesn't learn a good chunk of them and I really don't think it matters whether Sing is Water-type or not. It would get a 20% boost to Hyper Voice with an -ate ability as well, which is nice.

Long Reach enables a free item slot though, which makes it better than Pads. The only flaw is that the ability needs more distribution, as Decidueye is better off with Overgrow unless Grass STAB isn't being used.
