One pokemon that can evole but never does vs. one pokemon that can't evolve at all, so it's the best it can be by default. Not to mention Sinnoh has one OTHER pokemon that is not fully evolved, but is a pseudo, and Kalos also has a pseudo that IS fully evolved. Add something that is the equivalent to a Mega.

Kanto team: the starters were iconic and have well developed personalities. However, Ash never got his 6th Pokemon between sending the ones he caught to Oak or releasing other ones. Pidgeotto had no personality or development and felt like filler. Same thing with Tauros or Kingler. Muk had personality but got very little screentime. Snorlax got more screentime, but didn't get any development.

Johto team: only Bayleef (and in lesser degree Cyndaquil) got development as characters. Totodile had a well established personality but was heavily forgotten. Noctowl and Phanpy were just fillers.

Hoenn: maybe the best team in terms of personalities: all of them had well established characters (even Snorunt; it however became a boring Pokemon after evolving to Glalie, same with Phanpy/Donphan). All of them (minus maybe Donphan) got development and training episodes.

Sinnoh: same situation than Hoenn (a pity Torterra suffered the Glalie and Donphan syndrome aka its established personality dissapearing after evolving). All of them have well established characters and were well developed. Even Gible.

Unova: Ash surprised us 'cause he finally caught more than 6 Pokemon. There is a mix of Pokemon with well established personalities and development (the starters, Scraggy), Pokemon with were just fillers with no personality (Unfezant, that Palpitoad that became the most forgotten Ash Pokemon in history), and some Pokemon in middle (Boldore, Leavanny).

Kalos: Greninja, Hawlucha and Goodra all had well established personalities and were well developed. Noivern had personality too (it suffered the Glalie/Donphan/Torterra syndrome but some of its Noibat personality is still visible) but id had almost no development barring its 3 firsts episodes as Noibat. Talonflame is an odd one: it has not personality at all and it stopped getting development after evolving to Fletchlinder, and still it has been the only Ash Pokemon which battled in ALL his Gym battles (minus vs Clemont).

Alola: For the moment Rowlet is being a odd one: it has a very well established personality but no development as Pokemon (is like Oshawott 2.0 but Oshawott got training episodes). Rockruff and Littlen have had some training moments.

That's the joke, they're using Rowlet's nocturnal statues as a joke, if they wanted to show him off in the night they would've done so a long time ago, since he spent 11 episodes being Ash's only pokemon (with pikachu), but instead they just make him sleep at night too, explaining why he's sleeping all the time doesn't stop the whole thing from being his characteristic.
