Design wise Jolteon has that cool factor, but for me Raichu is better out of the two.

Thinking back to the anime as a kid, when Raichu was first introduced I thought this thing was so fucking intimidating and monstrous. I actually felt scared for Pikachu to have to go against it. I thought it was so badass and powerful that it became one of my favorites.

I always hated the anime, because i was introduced to the video game first.
All the trainers in the anime (especially ash) were terrible, and the anime ignored all of the rules of the game.
So I was always put off by how much they hyped pikachu and raichu, because i knew in real life they were garbage.
Jolteon, on the other hand, was one of my strongest dudes in pokemon blue. I dropped at least two of Lance's dragons with that fast motherfucker.
To this day he is still my all-time favorite mon.

I was easily amazed as a kid (and I guess still am?) I thought Raichu was very much sugoi vs. Pikachu especially after that gym episode. I always thought Ash was a complete fool to not have Pikachu evolve, I was so disapointed that there was no Raichu vs Raichu climatic ending...but I guess they were trying to have a moral of the story of being yourself etc.

In any case of course Jolteon, with its fast and sleek design, would always look cooler over the chubby rat. (And viable in-game to boot.)
