Card only fetch that much if you've paid to have them minted/inspected.

And even then it has to be a 10.

On top of all that shit, despite keeping it in plastic all these years, there are things outside your control as to what gives it a 10 (such as ink saturation on the card, and the cut of the card, etc.)

You could probably get 4-10 bucks for the chansey

No, no. If you look at the listings more carefully, all of the expensive ones are First Edition. First Edition cards have a little stamp on them that yours doesn't. The 30 dollar ones are shadowless, which was another early printing type that yours also isn't. Your Chansey normally goes for about 10 bucks.

I found these cards clearing out an evicted apartment. Thrown away. They are mint in those plastic holders. I can say this because I used to collect cards as a kid and kept them in this type of plastic page.

They look untouched.
