Medicham was the first attempt at a femenine fighting type. Previous ones ranged from masculine (Machoke) to downright male-only (the hitmons), but Medicham was a yoga teacher wich is a role often associated with women. It filled a niche for Team Charm as "the strong one" that no other pokemon could fit at the time.

Also Meditite and Medicham are. as far as I know, the only pokemon whose official art became the female design rather than the male one, so GF clearly see them as female.

Garchomp's dream world artwork depicts the female one. The official Sugimori artwork obstructs the view of the fin though so it's kind of unclear.
