My guess is that they didn't feel like making new sprites/models for such minor gender differences, but didn't want to give up entirely on the idea

Chikorita used to be yellowish originally. This only happened in Gold/Silver with its sprites and early promo art but honestly, I think it looks so much better. Plus it makes sense since Bayleef is yellow. I always thought it was weird how Chikorita starts as green, becomes yellow, and then becomes green again. Same with the Charmander line and orange/red.

I hate how in most cases, it's just "female has a slightly smaller thing than male has". As a kid, I would never raise say, a female Shiftry because its fans are smaller, or a female Luxray because its mane is smaller. It's something that still kinda bugs me even to this day.

The gen 5 and beyond gender differences are a lot better because there's a substantial enough difference that both designs are valid in their own way. I just wish there were more of them, and I'm sad that gen 7 had none.

I feel the same way. Making female Pokemon look less appealing than males isn't representative of sexual dimorphism, it's just silly. There are a plethora of species where the difference in appearance between genders is null. In a lot of birds and reptiles, for instance, you can't tell their sex at all without a blood test. Making Shiftry's fans smaller or Houndoom's horns smaller is really dumb, because it makes the male look like the 'default' design, and the female a lesser version of that. Dimorphism like Unfesant and Pyroar have is great - realistic, and both forms look cool. I wish gf would retcon the minor gender differences, including female Pikachu and Raichu...Ugh.

I have a feeling that most of time they design the male version first, thus making it the default, then make incredibly minor changes afterward and say it's the female version. Whenever I would come across Pokemon with noticeable but not major design differences e.g. Scizor, I'd always catch a male one since they would just look better.
