Basically. Unless it is weak to thunderbolt, Vikavolt can rarely OHKO. Then when it does get a kill it is left in a weakened state where it just dies to whatever comes out

If vikavolt is going to be slow, it needs to be bulkier or even more powerful. Increase sp attack or give it analyic as a HA or something
