Probably to make Seismitoad slightly harder to get. They do this with a lot of mons. Seismitoad is obtainable in the rippling puddles anyway. 3rd stage evos are almost always hard or impossible to get in the wild, or simply rare as fuck.

in RBY Spearow/Fearow was the only early Pokemon that could get STAB flying moves since Gust was Normal type and Pidgey/Pidgeotto didn't get Wing Attack until late in the game. Doduo/Dodrio weren't available until late too
