Design wise, or in actual usefulness? I'll admit that Silvally is pretty trashy when it comes to competitive use, but it's still better than some of the starters, namely the Johto starters.
Regardless, a Pokemon is a Pokemon and taste is subjective. I'll continue liking Silvally, you'll continue liking Incineroar, and neither of us will really be correct.
