i found it pretty fun in battle tree doubles. send it out with something with a dance move (i used quiver dance volcarona) and let the sweeping start. it's really only remotely viable in doubles though

In the card game, maybe, because it does more damage with each Pokemon card your opponent discarded

It's a double gimmickmon.
Commonly you send it out alongside a Quiver Dancer (Pheromosa, Volcarona, Lilligant) to get off a free quiver dance, then attempt to sweep
The only teams I've played against with it were very badly designed though. It seems popular with the sort of players who see that their opponent is about to use Fake Out, or use Trick Room, or OHKO them, and instead of playing reactively just go for their meme because they have no idea how to deal with disruption.

A couple months ago someone at a big tournament ran a Dancer team with it and got second. The tournament was best of 3 so it didn't win solely on the surprise factor. In singles it's absolutely worthless though.
