It's because Dragon was basically almighty from SMT in gen 1. It was meant to be a late game type that is really powerful. It also resists both Grass and Water, which tips its balance with Venusaur and Blastoise (even more in saur's case). They wouldn't make one of the starters a type that was reserved for late game mons and immensely powerful in that gen.
Are you satisfied now or do you want to call up Nintendo and ask them to retcon it as a Dragon type?
