Meganium

Its design is fine, albeit simple for a 3rd stage.

Battle usage is fine too, it just suffers from "Everything else it does another Grass type can do better" syndrome. It has a deceptive amount of options going for it.

It doesn't help that Jhoto is riddled with nothing but Gyms and other prominent Trainers that put the Chikorita line on the bench.

Don't say Grassy Terrain, there is no reason to use it over Bulu.

Design wise it's fine. Not my favorite pokemon by a long shot but it doesn't offend me.
Battle wise it's a defensive grass that is outclassed by a myriad of other defensive grass types and isn't even that bulky to begin with. To fix it, either shit a bunch more stat points into its defensive stats, or give it a good defensive ability like regenerator or fur coat.

this is one of the only pokemon that jumps out to me as being too simple

Honestly, I love it, but I always thought it was kinda disappointing that the Gen 2 starters are all just one type. I liked the idea of 2 of them having the new types. I would have made the Chikorita line part steel desu. Just change Bayleef and Meganium's designs to them having some kind of armor or something. Drop Meganium's base speed to 60 or so and give it a higher attack. Maybe take some special attack and put it into HP.

Alternately, a signature move that's a copypaste of Aurora Veil.
Meganium's flaws are just that it doesn't stand out enough, with this, it could secure itself a niche. It's attacking stats are pretty decent, I remember I ran one with SD and EQ when I was younger.

I once used Meganium in my SS walkthrough, and while it has really helped me out in important battles like Red, I feel like it can still use one more thing that can make it more usable. Give it more defenses, a better Hidden Ability or let it have more moves that support the entire team.

As flawed as Meganium may be in battles, though, it's still one of my favourite Pokemon. I'm not sure what I like about it exactly, but I just do.
