Next, it needs special moves it can only get when in certain forms. Sorta like Rotom, in that the moves changes if you change the form.

The problem with Silvally is that it's trying to be "the one that can do everything" in a game that's simplified to the point that specialists are the only viable option. In this scenario, you either get something that outperforms damn-near everything else, or can feasibly fill two roles at once (Arceus, Mew until Generation V) or something that is itself outperformed at everything it tries and has no unique trait it can offer (Silvally, Mew from Generation V forward). That said...

Perhaps its movepool could be further fleshed out, to offer more utility... but best not to give it too much in one go, right?

Long story short, Normal/Ghost, Water/Fairy, or Steel/Fairy are all good choices defensively, and Fighting/Ghost is best offensively.

Also, dual-type Silvally could have a 2-hit Multi Attack (with each hit being one of its types) to carve out even more of a niche.

It's not really Freeze Dry - that's still pure Ice type, but with a modified effectiveness chart.

It's more like a cross between Flying Press and Gear Grind - single type Silvally can use it as a Substitute breaker, and dual type can get full 50BP STAB coverage in a single move
