First, decide whether the Mega we already have for that Pokemon is the 'Y' (progressing from and accentuating things set up in the base form) or the 'X' (radical thematic shift, more 'unnatural' progression). Design your new Mega accordingly.
Try to give the new Mega a different (not flatly better or worse) niche than the one we already have.

Mega Sceptile Y
>Type: Grass/Dark
>Design: Lean, colour scheme becomes darker, tail becomes thinner, blades are now continuously extended and glowing green.

Rationale: When Gen 4 hit, Night Slash and Sceptile's signature Leaf Blade became Physical moves, defeating the purpose of its higher Special Attack.
This Mega aims to give Sceptile back its blades. Super Luck gives the dual STAB of Leaf Blade and Night Slash 50% chance of critical hit.

Mega Tyranitar X
Type: Dark/Electric
Design: Crystalline spikes like SpaceGodzilla with electricity flickering inside and inbetween. The idea is that the energy contained within Tyranitar's hard stone shell is breaking out)

Def: 110 > 130 (+20)

SpDef: 100 > 130 (+30)

I was inspired by SpaceGodzilla here. I initially wanted to do a Special Attacker (especially to suit the Electric Type) but decided against messing with the stats that much.
This TTar is a bit less bulky than the other mega, and doesnt benefit from Sand Stream. However- it's still got over 100 in every defensive stat, crucially no 4x weaknesses, hits harder thanks to Sheer Force, and outspeeds more things.
