Almost all Pokemon greatly benefit. Offensive ones, as well as support and stallmons. The only Pokemon it doesn't affect much are those like Flareon and Lilligant, without moves.

I keep invisioning where every Pokémon has its own signature move permanent as a 5th move, moves that you can imagine that Pokémon being able to do. This could help balance shit Pokémon without breaking good Pokémon as well. All dugtrio could know dig, all electrode could have explosion, give shitty Pokémon like farfetchd a free brace bird slot, and give overpowered Pokémon like hatching something not that great like sandstorm

They could also give out a bunch of moves that have neat utility and are fun to use, but nobody ever use because it's hard to justify the move slot. Brick break, magic coat, power trick, etc would almost force the meta to be more diverse because diverse moves would be forced into movesets

I would expect most defensive 'mons to drop a tier, if every offensive 'mon suddenly gains an extra coverage move there isn't a whole lot something like Ferrothorn can do with an extra move to mitigate that.
Alternately, a shitton of offensive 'mons get kicked up a tier because it's harder to wall them. Really depends on how the various councils react to the change.

Seriously though Mega Sharpedo comes out of this an absolute monster. Between Jaws (tm), Crunch, and Psychic Fangs there's like 3-4 things in OU that can't be 2HKOed after SR damage.
Other than those three, you've got Mega Blastoise's Not-Quite-Origin Pulse and Tapu Koko's Nu-sion Bolt.
