Blastoise is bad. It's a bulky pure water type with no recovery, bad abilities, no notable moves and it's not even that bulky.

Its mega turns it into a moderately fast wallbreaker that's completely outclassed by zard y

Mega Launcher should affect all Cannon / Beam moves too. And Hydro Pump. Definitely would help in his power output.
