I think it's quite possible.
You could explore the region; find out about the history of the pokemon world; discover relics and ruins; come across legendary pokemon without them trying to destroy the world and instead ask you to do a favor for them; actually have a strong and formidable rival, unlike the previous ones; etc.

But we're talking about GameFreak here, so I'm not sure if they'd be able to pull that off.

Edit: it might be possible for a more open-world / free-roaming kind of game where your own choices matter. But that's gonna be quite complex and difficult to code on a small cartridge.

On one side, at last, the game can be about what it's supposed to be about, or at least the only thing they'll let it be about: being the best. On the other side, why would you? The villains are the only good part of any of the games. A rivalry can only go far in terms of conflict. We need something to set the stakes.

Can it be done? Definitely. The closest in existence is the original Pokepark. No real enemies, and the only issue is something that might as well be as worrisome as being low on sugar. Yes, it's SUPPOSED to be worse than that, but for being a world-ending calamity, it sure takes it's sweet time and nothing seems to be that harmed by it really. You could to a day on the beach and everything will still be fine tomorrow. The day may come when Pokemon really does become that desperate.

We don't always need big evil corporations. Sometimes an evil rival and a crony or two would just be fine to give some conflict and tension to the story.

Fanfic by nature is unimaginative drivel. There's nothing creative about not creating your own work.

For most things that have solid characters, maybe, but for pokemon, the very minimum of your argument is something that has no solid character: the pokemon themselves. Otherwise, if not based on the anime, it mostly centers on self-insertion, which isn't that creative, either, but at least they will convey their own version of events. I will still consider it more original than what the anime does most of the time.

You could, but a Pokemon game still needs SOME sort of conflict.

Well, it is a pretty substantial argument if you boil it down to what it all is: competitive. Would pokemon be as interesting without a competitive element? Not as it is, no. That is why most RPGs rely on their story to carry them. The villains are the only story that pokemon has. Otherwise, it's just faffing about for no reason. If anything, pokemon needs to be MORE about the villains. The quest for being the best just doesn't cut it.

What about competitive, you might ask? Story or Competitive, choose one. If you chose competitive, then go back to your simulators, which, by the way, won't make pokemon that popular, either. My suggestion is not that great, either, but I know tons more that are a thousand or more times more satisfied with a good story driven RPG than pokemon. It's just an opinion, though.
