6 Gens later and they still hadn't corrected or fixed some of the issues presented in Gen1.

Why the hell do you want to add weakness to dark/bug/ghost?
Psychic types frequently are compatible with thunder wave, an electric attack or two, Signal Beam (which Golduck can be taught indeed), shadow ball, and sometimes grass moves.
It would be interesting if Golduck could also be taught Thunderbolt or Energy Ball.
I think Golduck is fine as a pseudo-psychic water pokemon.

The pokedex entries do a 180 when Psyduck evolves and drop talking about psychic powers at every instance for how great of a swimmer it is. When powers do come up, they seem like they are completely out of their control or situational, like when the migraines peak or when they reach top swimming speeds. Their powers seem too conditional to rely on in a battle situation.
That's how I rationalized it, at least.

That's what I was thinking. If they were modern pokemon, they would have a signature ability for such a quirk.
Only if they were introduced in gen 6 and 7. The gen 5 Pokémon don't tend to be gimmicky.
