Torterra's design is the least of its problems (is not even bad ffs).
Its stats and moves need a buff, on the other hand. More defense and attack, and maybe solid rock instead of shell armor.

Remove the head spikes, remove the weird dog nose, simplify the shell's rim a little, maybe add a pool of water on the back to represent a "lake" if we're feeling bold. I love Torterra but it does suffer from some of the typical gen 4 design flaws. Still much better than any of the gen 5 starters, of course.
Just give it Disguise and Shell Smash.
