1-It has a huge popularity in Japan, a fuck-lot of "mangakas" like the series and reference it in a way or another
2-The anime was the catalist to the giant surge in western popularity
3-The fact that some idiots idolize "mangakas" of their favorite series, and said "mangakas" being fans of JoJo kind of makes people like it more
4-People like over-the-top things, also, JoJo kind of breaks the power cock wavering that happens in a lot of anime/manga. Jojo is a series were someone like Jotaro was nearly defeated countless times by C or D rank stands.
