its snout is stouter,
it's ears are smaller,
its legs are shorter (yet its paws are raised so its like tiptoeing everye where)
And its tufts and tails are messier.

In all it looks more a slight bit more chibi than original Vulpix

Aside from the bigger eyes, these are all realistic adaptations a fox species would have if it moved to a cold enviroment
