It's for supporting other Pokemon in doubles since Dazzling blocks the opponent's priority. Psychic Fangs also helps a great deal for Lightscreen/Reflect/Aurora Veil

It's pretty great when pulled off, but I wouldn't recommend it whatsoever for serious play.
The partner I've found to be most fun is an Anger Point Crabominable since Bruxish can use Frost Breath first turn. If they focus entirely on Crabominable out of fear then it can simply use Protect while Bruxish sets up Trick Room safely and it's pretty smooth sailing from there, you just have to pray that Crabominable doesn't die on that opening turn. That, or just use a better partner.
