All the newly released megas start in OU and then drop when they don't have enough usage to stay in the tier.
The problem is Zarel's shitty server broke so we aren't getting any usage stats for a while.
Mega Steelix is still RU tier bad because it's got no recovery.

Well, the move itself is drawing more sand into a Pokemon's body to heal itself, so it really only works for Pokemon made of sand or something similar to that.

Who else can get Shore Up, then? Hippowdon is really the only thing I can think of, but it already has Slack Off...

Maybe Sandslash? 75/110/55 (boosted by sand) is nothing to sneeze at, it could be a viable tanky spinner or a sweeper with recovery.

It is an exclusive, but I wouldn't be surprised if they gave it to other Pokemon. Cacturne got Spiky Shield and Accelgor got Water Shuriken so it's not out of the question that it's given to something else

Steel types are not necessarily sand. If there's a Steel type that doesn't have like, a sand body or something, it probably wouldn't get Shore Up anyway. Plus, I think giving Steel types recovery is pretty risky
