it's more that they don't have any set personality, spoken lines, and only exist as a blank slate to help the player self insert. Dawn could have my personality, or she could have your personality, or she could have the anime personality. All of these are canon in the game.

They don't have spoken lines, but they aren't complete blank states. They aren't going to do what you want them to. They all have their own wishes and ways to do things. The games are linear. You're following a single path. That path is, in-story, chosen by the protagonist. Their personalities aren't clear, but they do have them.
For example, Red was a quiet loner before he became an NPC. He had no one with him on his journey, and the only person he really knew was Blue. He didn't have any big goals of friendship or saving the world, just like battles. This was in his game, and later made clear when he became an NPC. Only battling and doing nothing else. Being quiet. The only person he ever cares about still being Blue.
It never was clear, but you can tell a lot about the protagonist by seeing their interactions. Lucas was always dragged by Barry, Nate's relationship and interactions with Hugh or Yancy, or giving a shit about Hugh's sister. The protagonists having a character has been especially true since BW, when stories started getting more focus. If you've only ever seen them as blank states who do nothing of their own will, this will sound like I'm just reaching, but that's really how I've always seen this. They're extremely generic a lot of the times, showing traits any protagonist would have, but those are traits nonetheless.
