I mean, if I had the choice, I'd pick salandit or tropius for all the special treatment because they're my faves, but they don't really deserve it. Jigg's time has passed; she's gone the way of poliwhirl. Mimikyu just would not work, since it needs pikachu to stand on.
Honestly, what about fug? Special snowflake mega, crazy popular, is already one of the pokemon stores' mascot (iirc), is easily recognizable. The obvious issue is that pika has mass appeal by being small, cute, and powerful enough to make a good companion. Fug is fug, a giant primordial sky snake that scratches the "rare, incredible monster with cataclysmic power" itch that a lot of pokemon fans go for. I'd say zard is sort of the middle ground; it comes from cute roots (mander), and it's big enough and powerful enough to be impressive while still being a sort of everyman mon. I dunno.

One of these two make the most sense for sure.

Really, best of both worlds would be to have Eevee be the mascot, along with being Red's & Ash's starter, and then having Charizard be their powerhouse.
