Skill means that you are able to do something well and knowing a lot about your field. Experts in any feild can assess a situation and solve that problem. In Pokemon, a skilled player knows what Pokemon are successfully used, which ones clearly outclass each other, what sets to use and how they help the team, and if a Pokemon can provide this type of synergy.
