If you want to get pedantic, then neither of them are Dragons. They are both pokemon. One has "dragon" as one of it's type.
But obviously Charizard's design is based on a dragon and he essentially is a dragon. He just didn't receive dragon type for what I assume are gameplay reasons. They wanted Dragonite to be the only dragon type I guess. And they didn't want one of the starters to have dragon type

I imagine the question being asked is "why". Why is a dog allowed to have Dragon-type, while a Dragon isn't. I get it that Dragons were a special thing back in Generation I, but they aren't anymore. Why has the type remained? Flying-type hurts Charizard more than it helps, I have yet to meet a Zardfag who liked the Flying-type, so why keep it, other than being stubborn?
If that is indeed the question you're asking, the answer is, because they can. They're almost afraid of messing with the series' popular Pokemon. They went out of their way to make an extra Mega, simply because they didn't want to remove the Flying-type and potentially upset fans.

Because they never retcon typings except for newly introduced types (Steel, Fairy). Zard X was their way of "correcting" Charizard, and Zard Y's Fire/Flying typing seemed to be just for the sake of a cheap marketing bait-and-switch.
