It's better in VGC for sure though, being that the only thing that can really ohko right now is a stone edge from gigalith or flare blitz from arcanine, but being able to switch in and have synergy with earthquake users and having great special attack makes it useful.

It wouldn't be utter garbage, but it wouldn't be OU material

All those pokemon have something else besides huge damage

Gyarados has dragon dance
Mamoswine has bulk and priority
Landorus has bulk and tons of sets it can run to throw off predictions
Mimikyu has its ability
Tapu Lele has psychic terrain which boosts any psychic attacks to terrifying levels to nuke your opponent
Magearna has steel typing, several different sets, a good ability and a huge bp stab move
Tyranitar has huge bulk and dragon dance
Zygarde has HUGE bulk and dragon dance or coil

90 isn't enough for something that has huge special attack unless that special attack is REALLY huge like Tapu Lele under psychic terrain

Xurkitree would still outclass it because Xurkitree while it would be slightly slower has an even huger special attack + beast boost and all the things that it needs to outspeed have higher speed. Landorus being 1 bp over it really would set it back hugely.

If Vikavolt had beast boost then it might be more viable over Xurkitree especially since it gets agility
