Nah, too slow.
Give it 140 speed. Maybe 152, to outspeed Pheromosa. Also, it needs a dual typing. Maybe Water/Fairy. And obviously it needs some new moves - Steam Eruption, Moonblast, Earth Power, Shell Smash, and Slack Off sounds good. Hopefully that's enough to get it to BL2/UU.
