They meant that they wanted a smooth, properly animated background for a scene with a rotating camera instead of that stiff as shit part of the first XY OP with Pikachu fighting a Pangoro.

Considering the show still regularly uses the sort of more detailed backgrounds used in the XY OP scene mentioned, however, the simplistic background used in the mentioned scene of the SM OP is quite out of place.

No, in the opening are scenes animated by at least 3 different animators, this scene fits well because is a mix of styles.
Also that part is the best animated of the opening, probably, Isao Namba's work since he animated the battle between Litten and Meowth and is pretty similar, this use of the background is fucking awesome, is more animated than the Pokéball, simply gold.
