That doesn't sound very good desu. It's only 20% evasion at best and you have to use a turn to get the hail rolling when Snow Warning would do it automatically every time you switch in.

You can get one easily through GTS or Wonder Trade. If you have Bank and a Vulpix with Drought from previous gens, you can use it to breed A-Vulpix with Snow Warning.
Snow Warning + Aurora Veil with Light Clay attached is one of the best combos. Believe me, I've used it myself and it helps a lot your other pokémon when taking hits.
