Satoshi, a boy living in Masara Town, greeted the morning of his 10th birthday, the day he could become qualified to become a Pokémon Trainer. Satoshi's heart was filled with a desire for Pokémon he has never seen before and a world he has never seen before, but while he was meant to be given a Pokémon that would become his partner at the Okido Laoratories, he ended up severely oversleeping, and all that was left for him was a single Pikachu, a Pokémon that did not get attached to humans.
"Do you hate me? I like you!" Even though the two were at odds with one another, their friendship deepened little by little, and as they looked up at the legendary Pokémon Houou that flew through the sky on the day they set off, Satoshi and Pikachu swore an oath as they held one of its Rainbow Feathers:
"Let's go meet it together one day!"

So some anon last thread stated that Lucario and Piplup were two of the most popular 4th gen Pokemon which was hinting at DP remakes. After looking into it some apparently on the 720 poll that was done last year, those two weren't terribly high ranking in the grand scheme of things, ranking 15th and 40th respectively, BUT they were the two highest ranking non-legendary 4th gen Pokemon, which is pretty interesting, they probably took that into account while making the movie.

What if it was solely Misty that couldn't be brought back but Brock could very well return with ease, but they felt it was a little unfair to solely replace Misty, so they replaced both Misty AND Brock instead?

If the prominent theory is that they failed to retrieve the voice actors, then this has to be the case. It'll be even more evident if Misty and Brock make cameos as Gym Leaders but only Brock talks but Misty doesn't, since Ueda continues to recur in the anime.
