for a sweeper it is.
regularly speaking, the average speed of all fully evolved pokemon is 80 or so points, but given sweepers need to outspeed threats, their speed threshold is higher, that's part of why things like hydreigon and garchomp happen, one is one point below the average needed, the other is 2 full points above.

If cham was bulkier it'd be fine. It at least has priority, but lele is still a thing.
