Anything can fuse with anything, but combinations that result in entirely new species are as rare as megas, the rest result in a palette swap.
Fusion pokémon get a stat boost, different typing (let's say both primary types, except Normal, because Normal/Flying should count as Flying in fusion), both abilities (with some exceptions for stupid overpowered single abilities and edge cases where the two can't work together) and both movesets.
